U.S.-Asia Law Institute Faculty Director José E. Alvarez published a new article, The WHO’s Mixed Human Rights Messages, in the latest issue of the Yearbook of International Disaster Law. He argues that there is a gap between the WHO’s human rights rhetoric and its actual practices and makes the case for why that organization would do a better job on pandemics if it took the global right to health in the WHO’s Constitution more seriously.
